There is now a wonderful tool called "vim-addons".

You can install scripts locally using a simple command:

vim-addons install vimoutliner (as a non-root user)

Or get a list with:

vim-addons list | more

I am using the debian (or rather Ubuntu atm) packages right through.
They also include the plugins for vimoutliner.
