[Vimoutliner] problem with plugin loading code

It sounds like the portage package is not right. You shouldn't be 
commenting out those lines. It looks to me as if the VO plug-in loader 
isn't working. Did the portage package add a .vimoutlinerrc to your home 
directory or anywhere else on your system?
