[Vimoutliner] _vimoutlinerrc not found under windows

Alternatively, change line 22 of vimfiles\ftplugins\vo_base.vim from:
ru! .vimoutlinerrc vimoutlinerrc
to:
ru! .vimoutlinerrc vimoutlinerrc _vimoutlinerrc

Or alternatively, call the file in $HOME vimoutlinerrc, not .vimoutlinerrc.
