[Vimoutliner] _vimoutlinerrc not found under windows

Here's my suspicion:

The scripts are set up to detect .vimoutlinerrc, not _vimoutlinerrc.
Unfortunately, the only way to change the name of the file is to go to
the command line in Windows (Run cmd.exe), cd to the directory that
contains _vimoutlinerrc and then do a
ren _vimoutlinerrc .vimoutlinerrc
