[Vimoutliner] _vimoutlinerrc not found under windows

Hi,

Finally I installed the 0.3.4 version on vim 7.1 with patch 242
to be in a fresh install and find how to change color :).

I use a the following to see if the _vimoutlinerrc file is loaded
when I open a .otl file:
gvim.exe -V9log myfile.otl

In the file "log" I can see vo_base loaded, but nothing about
_vimoutlinerrc file. But I have a _vimoutlinerrc file in the same
directory as _vimrc.

Did I missed something ?
