Not for many things. The outline covers only the area between \begin{document}
and \end{document}. The preamble is created in a separate file (call it a
stylesheet). If the outline author were were not to use indices, cross
references, bibliographies etc, all page formatting would be done by
paragraph environments and character styles (which would need end tags, so
that's markup to some degree).
