[Vimoutliner] Vim Outliner 0.4.0 Final Feature Request

OK everyone. It's time for the final feature request for VO 0.4.0.  
I already have a long list of requests since 0.3.4 was released. I'd just 
like to get a good feel for what to include. I'm intentionally not 
including the list I have because I don't want to limit the input to what 
I have.
