[Vimoutliner] One odd problem - doesn't recognize otl filetype

I'm using windows XP with the latest gvim.

everything works perfectly with vim, including all the commands, except when I open an OTL file, it doesn't know it's an otl file

if I say "set filetype=vo_base", it works fine.
