[Vimoutliner] Makefile for vimoutliner

Matej,

I like it. I'd like to make a few modifications so it doesn't overwrite 
a user's custom setting if an upgrade occurs. I'd also like to add some 
variables for the destination directory. Are these OK with you?  If so, 
I can add the make file to version 0.4.0.
